In 2017, the Federal Communications Commission introduced the Net Neutrality-ending and telecom-deregulating Restoring Internet Freedom rule.

In response, nearly 22 million public comments were posted to the agency's Electronic Comment Filing System (ECFS)...but an investigation by the New York Attorney General found that an estimated 18 million of these comments were fake and over 8.5 million comments used stolen identities.
